The world may be moving towards machine learning from users instead of users learning how to use a machine. In the past, we programmed webpages to look and behave what/how it should. Now, webpages are designed/programmed in such a way users actually decide how it should be look like. We customize them.
For applications with workflows, it's moving in this direction. If 9 out of 10 (majority) applied a similar workflow in reaching a goal, the system will take it to be most likely to be correct. As such, a workflow is decided by users.
