I would think it's not feasible to do LRT within the CBD. You have to invest into major infrastructure project for that and imagine the buildings/roads you have to shift to make it happen. It is also not feasible to have frequent stops built within the close proximity to each other.
Since the existing public roads are already built, it should be fully utilise. This means that ERP Charges into the City should be increased even further but allowed public transport to run within it (eg taxis without the ERP and buses).
