I like the idea of the French Transport System where the public pays 1/3 and govt picks up the remaining 2/3 of the fare.
This way, there is an incentive for the govt to keep transport fares low, and whenever transport companies proposes to raise fares, they will first have to convinence the govt that it is absolutely necessary.
Maybe the govt could use revenues collected from the COEs to subsidse public transport fares.
