Outing for senior citizens

The senior citizens were from Tanjong Pagar and Redhill, ans were ferried by chartered bus to attend the PAP rally in Ang Mo Kio.

    According to the video, the RCs crganised the trip for the aunties to watch PAP rally.
    Question: can RC funds (taxpayer money) be used to do this in favour of any political party?
    Is there proper audit to show that the cost of the outing is charged to PAP funds and not RC committee funds?
