WOTC - Reduce the queue at the causeway

How can the long queue at the causeway be reduced?

45 % - Introduce joint clearance in one building.
41 % - Improve the speed of processing of the checkpoint computer system.
10 % - Build a third link to Johore on the eastern side.
4 % - Wait for the new checkpoint to be ready in a few years time.
