WOTC - Different systems for MRT lines

Why did the govt allow different systems for different MRT lines?

66 % - The development of the MRT system is poorly managed by the govt.
15 % - It is wasteful and inefficient.
14 % - This is unavoidable as each line is developed separately under the tender system.
5 % - They seek the best solution for each new MRT line.
