WOTC - Entertaining at karaoke bars

I asked this question in the Wisdom of the Crowd:

Is it corrupt to entertain a town council GM to karaoke bars?

68 % - It is corruption, as it was intended to gain favors.
12 % - Our political leaders are also entertained - what is the difference?
11 % - It is building relationship. Most people do it often.
9 % - The GM still have to pass the quotes for approval by the town council.
