WOTC - Safety of soldiers

I asked this question in the Wisdom of the Crowd:

PM Lee said that safety of soldiers of utmost seriousness to him.

74 % - Talking only. I don't think he really bothered.
17 % - He cannot demand high standards of NS men and still talk about safety - they are a conflict.
4 % - I believe him. 
4 % - He has demonstrated this concern when he was a SAF general.
