How to speed up the results for general elections

Malaysia is a large country with 31 million people and covering a large geographical area.

They were able to declare their general election 2018 results within one day. There was some delay due to the suspicious conduct of the election commission, but still the results were announced quite early.

Indonesia is a large country with 264 million people, nearly 7 times of Malaysia. It has a larger geographical area than Malaysia, but this should not be result in a long delay. The election commission will only declare the results in 35 days.

I read that the results are counted at each polling station but they are sent to different layers for manual tabulation. I wonder why they do not use the Internet to speed up this process.

This is how it can be done.

a) Each polling station enter the results into the database and prints out a copy locally to be signed by the local officials and witnesses. The signed copy is also uploaded into the database. This should be completed within a few hours of close of voting.

b) To prevent hacking of the database, the results are stored in a second database which is under the control of an independent authority. Different encryption keys can be applied to the data in both databases.

c) The results for both databases are compared and differences are highlight. It will be difficult for the hacker to alter the results in two database with the same fraudulent data. The differences can be checked against the signed, scanned copy.

Using this approach, it should be possible for the election commission to publish the interim results (excluding the votes at polling stations that are under dispute) within a few days.

Apply the law with discretion

Your child has done something wrong.

Do you, as a parent, apply your discretion on how to handle this matter or do you refer to and stick with the SOP?

I believe that most parents will take a decision that is in the best interest of the child and not follow the SOP blindly.

The same discretion should apply to the police and the judge. I like them to take a decision that is in the best interest of society and not follow the law blindly and rigidly.

I know that when there is discretion in applying the law, some decisions might be wrong. But I trust that most decisions will be right.

I also believe that when judge decide with discretion, they are more likely to make the right decisions, rather than adopt the rigid approach.

Many people take the view that the law should be applied rigidly. I see this view expressed frequently in posts in the page. I do not agree with them.

Blank box got more votes

I attended an ISEAS seminar about the Indonesian presidential election.

A presenter made a statement that was quite unusual. He said that the quick count for the election of the mayor for Makassar in South Sulawesi showed that the the blank box got more votes than the sole candidate.

What stuck me was that they did not have a system of walkover, which is practiced in Singapore.

If there is a sole candidate, the voters still have a choice of voting for that candidate or a blank box.

If such a system was practiced in Singapore, I wonder what would be the vote for President Halimah?

NUS Peeping Tom incident

Lindy Sim said.
For the NUS case, perhaps the public authorities can make clear what is its difference from the case in which another man has been sentenced to jail doing the same deed.
If the deeds committed are dissimilar in criminal nature then the authorities are the ones, not any university, to reveal this to public since it has been quite a sensational news recently.

Justice needs to consider both the victim and the perpetrator,

I welcome the statement by the executive committee of the NUS Student Union on the Peeping Tom incident.

The statement said ... "Justice needs to consider both the victim and the perpetrator, and needs to be proportionate”.

It is easy for outsiders to ask for the maximum penalty.

What would be appropriate? Death penalty?

I do not know if this is the first time that the perpetrator had done it, and if he was done out of mischief or to make a profit by selling the video.

We have to condemn sexual harassment and take appropriate measures, but we should not go overboard to ask for harsh and disproportionate penalties, without knowing the facts.

We should also respect the decision taken by the people in charge, who have to consider the facts.

We are already a society of scared people - scared even of our own shadows. We should not make matters worse.

As the statement said, "Justice needs to consider both the victim and the perpetrator". Well said.

Who funds the building of the Jewel at Changi?

I read a report that the Jewel in Changi is not funded by taxpayers. It stated that the Jewel is a joint venture between Changi Airport Group and CapitaLand.

I wonder if this can be classified as "fake news". Here are my reasons:

a) Changi Airport Group is fully owned by the govt, and by extension, by the taxpayers.

b) What about the land used to build this mall? Does the owner pay any development charge for the conversion of the parking space to a mall?
