I disagree with their concern. If these two visitors are vaccinated, and I suspect that they are, and tested negative on arrival, there is no need to quarantine them. We have already implemented this new process for travelers from many countries. For other countries, it should be appropriate to exempt some of them on special considerations, e.g. if they bring good quality durian with them. The risk of spreading the virus is low.
