I think one factor is because the public transport in Singapore is not subsidised. That is why a lot of people are using private transport over the less-than-satisfactory public transport.

Another factor could be the planning of land use which maybe can be improved further.

However, I am sure that the relevant authorities have already put in a lot of efforts. Let's not discount them.

Forgive me if I am wrong.

No, not really.
We used to laugh at Bangkok & Jakarta infamous traffic jams.

Now, with COE and ERP which were touted as revolutionary, where are we today ? Not much better I am afraid.
The real reasons ? May I say that it is all about money.

I do not think Singapore public transport is comfortable to ride on. Imagine you have to struggle for seats and air for 2-3 hours every working day.

Holy cow, now i know why can't get a cab during thunder storms and heavy rain. So the culprit is the taxi companies' draconian penalty if taxi gets into accident on such days.
Now know why can get taxi in snowy Harbin in China.
