Minimum salary for S Pass, E Pass

Ten years ago, I advertised for software developer. The locals were not interested. One foreigner, working in Singapore, applied. I interview him.


I told him that the salary for E Pass was higher than the salary that I was prepared to offer.

He said that I could declare a salary for the E Pass and he will return the difference back to me each month.

I was not prepared to carry out this arrangement. He assured me that many of his friends, who came from his country, are working in Singapore under this arrangement. It was a common practice.

I did not employ him. I was not able to verify if it was a common practice.

There are more foreign workers with good work ethics and aptitude. Seldom can you find Singaporeans who are not only demanding but whose past time is to complain?

Defining loopholes about giving back money, it is a private matter between two agreeing parties? Surely giving money between people is not a crime. One word-messy.

Quite common in the 2000s up to around 2015. Less common nowadays. Due to stricter spot checks & a few chickens already being slaughtered (ok, jailed or heavy fines) to scare the monkeys.

Most policies they meted out, could it be not feasible, where the people and government have to play 'cat & mouse game' all the time? What a way to live?

Private companies pay their own way, but society reinforces their expectations of what they should hire and how to behave. The is already a quota for Singaporeans/ Foreigners in place. Levies were imposed to discourage the hiring on foreigners. The rule of the game now is the best men win in job applications. Stop harping on why Singaporeans are not preferred. They may not be entitled but expect jobs to drop on their laps. Stop whining instead of doing something for your own selves on how to promote your own selves that you are best for that job you went to interview for and compromise! Jerks.
