Poor Judgement of character. Look around the nature and nurture of a highly corrupt country. What makes a highly intelligent Prime Minister had this grand idea that this corrupt country would spend grand monies on fast trains when their own people are starving? This is a no-brainer that it would not work. People had doubts from the very beginning. They could not even salvage their own airlines.
