Here are my observations of public transport in Seoul.
a) They have an extensive network.
b) The fares are inexpensive, similar to Singapore
c) The trains are busy during peak hours and not crowded at other times.
d) The stations are well designed. They have excellent signage in Korean and English. It is easy for tourist to move around.
e) They ensure that the signs are easily visible to the public. They provide the distance to the toilets and lifts.
I get the strong impression that the Koreans are considerate to the public and take care of their needs.
In Singapore, the signages are inadequate and confusing. The planners seemed to be more keen on getting revenue from advertisements rather than provide adequate signs to guide the public.
