WOTC - Increase of power capacity

Why did EMA increase the power capacity to a disastrous level in 2012-14?

69 % - They are incompetent and do not realize the big mistake they make.
19 % - They want to help the LNG terminal to sell the LNG gas.
10 % - They want to lower the price of electricity.
2 % - They want to destroy Hyflux.
