Most of these countries are in Europe and North America, which has just passed through winter. The countries in South East Asia have low rates as they are in the warm climate. Australia also just passed through summer and have low rates as well.

Now we know. A million work permit holders. At least a third are paid so little, they have to be housed in dormitories.

Lets take the median at $600. The goverment rakes in $7.2 billion of FW Levies annually.
One Dormitory owner makes 52 millions profit in year 2019.
