My circumstances roughly is that the painter has collected full payment for the promised paint job for my house but he has only finished painting half of my house and is refusing to come back now and finish the job.
It's supposed to be a 2 days work but it's been 1 month plus now and we are unable to get him to come back and finish the job.

Do you have a written contract with him for the job, and also a receipt for the payment?
You can take up this matter with the Small Claims Court.
