What happens when robots and artificial intelligence can be incentivized to harm us?

Cyberattacks, drone strikes, or surveillance & propaganda. In the end some sort of control

will be required to limit the possibilities of technologies harming us.

Unfortunately many entities are unable to keep up with the pace of constant technological

change making effective regulation extremely difficult to implement. Who gets to decide

to have the power to regulate the technology that is taking over virtually every facet of

our daily lives?

In some ways, the digital economy has become a victim of its own success. Since so much economic activity is now taken place online, hackers and even mischievious governments have discovered the power of manupilating the system eg when Estonia began removing a Soviet-era statue from a major square in 2007, its economy was brought to a virtual standstill when attacks from a Russia swamped the websites of banks and government ministries that had become too dependant on the Internet for business transactions.
