PDF Centric Website

Mr Tan,
The point of using PDF is to ensure everyone who views it can view the content exactly the way it is laid out on a page.

A document-centric approach doesn't mean it needs to use PDF. Simple HTML page placed in proper hierarchy can be a document-centric approach as well.

Using PDFs in this case seems to be an extra step that's unnecessary.

I agree with what you said about HTML documents.
The disadvantage of HTML document is when it comes to saving the document. Right now, it is stored in a zip folder with separate files for the images. It is quite untidy.
On balance, I find that it is better to use the PDF format.
