Personal appraisal using the bell shape curve

Several people have said that the civil service and armed forces use the bell shape curve to rank employees into category A, B, C, D and E.
This performance appraisal encourages the employees to work hard, but forces employees to compete against each other and creates stress, back stabbing and "office politics".
