Rate of traffic accident in Singapore

There are 6,500 road accidents each year involving fatalities and injuries. This is a rate of 1.2 per 1,000 people in a year. About 5% of these cases are fatal (i.e death) while the 95% involve major and minor injuries.

The death rate of motorcyclists on our roads is one too many, and these riders always come from the lower classes who could only afford the 2 wheelers for transport needs.
But the Traffic police has a dida apa attitude towards these commuters, they are too low class for the Authorities to bother?
Which comes first, complacent laziness or simply can't bother.
