Community hall at second level

A grassroots leader told me that the void decks of new HDB flats have too many pillars and cannot be used for community functions. The HDB build a community hall on the second floor for funerals and other functions. This is not practical as the coffin has to be carried to the second level car park and the funeral procession cannot be properly organized.
