WOTC - Bike sharing regulation

I asked this question in the Wisdom of the Crowd - What change of regulation is needed to make bike sharing viable?

Here are the responses:

58% - Make the rider, not the operator, responsible for parking in unauthorised places.
31% - We do not need bike sharing operation.
8% - The current regulation is tough but is necessary.
2% - Reduce the penalty for parking in unathorised places
