I think the article speaks from an American context. I glanced through the article, and I don't really have a good idea of what the author was trying to say. One word that stood out was "culture". I guess culture in Singapore is why people pursue home ownership.
I read other articles on this issue before, and the articles say that the very poor and the very rich choose to rent. There are also analysis that say that home ownership doesn't give as much benefits as renting, since homes don't go up in value (in the US!!!) at the same rate prevailing interest rates.
