WOTC - Guarantee jobs for citizens

Should the govt guarantee that every citizen has a job?

74 % - We need to make sure that locals are employed before allowing foreigners to work in the country.
19 % - Guarantee a job that pays an adequate wage.
7 % - Workers who wish to earn more than the wage provided can develop the skills for the better paying job.
0 % - This will make the workers lazy.
