WOTC - Reserve jobs for locals

Should jobs be reserved for locals?

50 % - I am willing to pay a higher price to give jobs to locals.
37 % - If locals are unemployed, they cannot give business to other locals.
11 % - The unemployed must accept any job that is available, even at low pay.
2 % - I want to pay the lowest price available through the free market.
