WOTC - How to make bike sharing viable

How can we make bike sharing viable?

34 % - Let all the operations close down; we do not need bike sharing.
29 % - Make it a part of the public transport infrastructure and charge a modest fee of $0.20 per ride.
19 % - Leave it to the market to sort it out.
17 % - Allow the free use of the shared bikes but impose rules about their parking.
