WOTC - Reduce class size

Should the class size be reduced to 25 students?

56 % - It allows the teacher to give more attention to the students.
28 % - We have to follow the best practice in more advanced countries.
13 % - Parents do not have to spend too much money on private tuition.
3 % - This will cost too much for the govt.
