I asked this question in the Wisdom of the Crowd - Should the public sector outsource some of the work to private contractors?

44% - The public sector should pay adequate salaries to attract locals to do the jobs.
27% - All full time jobs in the public sector should be carried out by direct employees.
17% - The outsourcing should be limited to not more than 10%

After 2 months of fully renovations for an apartment, a Pub qualified gas engineer was required to connect the gas for the cooker. When he arrived he went to the kitchen while I sat in the living room sofa. All of a sudden the whole house smelt of gas and I was told he would recommend a Pub qualified piping man as gas was leaking and it was hard to detect where the leak came from. It was than I had my suspicions that he was an outsource as I was sure that during the renovations, my men had not touch the gas other than turning the main off. During the appointed for the second time gas man, he re-routed a new gas pipe. I than mentioned to him my suspicions and that my contractors did not touched on the gas part.
He than gave me a discount to $550 instead the $900 that was originally agreed and I was told not to mentioned about the job done or price decrease. Pub did call back the owner to check if gas was connected as the charges would reflect on their PUB bill. Till today I am not sure if the men were an outsource.
