Kallang Paya Lebar Expressway (KPE)

Well, KPE was built well ahead of its time. Surely it is under utilised now. When Punggol and Sengkang are fully developed in 5 to 10 years time and when KPE is connected to MCE (Marina Coastal Expressway) by 2013, then I can foresee traffic in KPE will increase many folds. People from Pasir Ris, Punggol, Hougang, Sengkang will use KPE to travel to the new Downtown areas.

Not exactly, depending on what time or which direction you're travelling. I'm staying in Sengkang and I bypass the Sengkang bridge leading to KPE to use Tampines Road on the left. Almost every morning, except weekends and public holidays, there are many vehicles using this stretch of road leading to KPE to East Coast Park direction. Sometimes, the jam even starts at the bridge. I also remembered using the Paya Lebar exit leading to KPE once in the evening on my way home and the queue was also very long. Like any expressways, heavy usage will occur during 'peak hours'. Hope the ERP gantries will not be activated.
