That was the old fashioned way of doing things in Singapore.
The new way in Singapore is now: "If it ain't broken, let's fix it until it is."
Of course it could be just as true to say that the Office of the Executive President is not a good example.

And they can be implemented almost straight away.
But you are preaching to "visionary" leaders.
Our leaders are looking so far and so high into the blue sky future ... they don't even realize we are walking towards the edge of a cliff in less than 10 years.
"Visionary" leaders do not have the inclination or the ability to do the simple and obvious things.
