WOTC - Restriction on use of maid

When strict laws are required to everything for the people to comply, this is evidence that the education system and upbringing have severely lacked in this country. Upgrading, chasing for exam results and material things have always been paramount. GCT was serious when he promotes graciousness. The country is deteriorating in terms of people who can never live honestly without not circumvent the rules. Were some rules too regimental?
